Bio
Bandar Al Haqbani holds a BS degree with top honors in computer engineering, a master’s degree in IT (e-business), and a PhD in IT (information security). Currently the CEO of TCC, He previously took the responsibilities of several positions including the COO of TCC, executive director of digital security with Technology TCC, general director of IT Services with KSAU-HS, and head of advanced computing and technologies with KAIMRC. In addition to his vast industry experience, Al Haqbani has served as chairman of the health informatics department within the College of Public Health and Health Informatics in KSAU-HS and is an adjunct assistant professor where he teaches IT and information security courses. Al Haqbani is also co-founder of the Health Information System bachelor program at KSAU-HS. In recognition of his health informatics experiences, he was elected president of the Saudi Association for Health Informatics.

TCC has taken on this responsibility and commitment of enabling all organizations, whether they are government or non-government, to achieve their goals with regards to Vision 2030. TCC is an ICT company specializing in various technical domains such as cybersecurity, data analytics, infrastructure, and identity management; we enable other entities to achieve their goals, KPIs, and digitalization plans. For example, given that digital transformation is an integral strategy to the three pillars of KSA’s Vision 2030, TCC works with clients to help them boost their digital transformation ranking. We have also developed various digital service offerings in the market, enabling the private sector to offer their services digitally as well. We are pioneers of biometric identity solutions, enabling various authentication services in partnership with SDAIA. We also offer services related to identity management that are relevant to various sectors including telecoms, banking, real estate, and more.
The company has evolved significantly since it came under Tahakom Investment Company, a company that is owned by Public Investment Fund. One of the drivers of change is a strong commitment to R&D. TCC is currently investing heavily in R&D to develop products to use domestically and hopefully export globally in the future. TCC has delivered numerous projects and developed various services that are unique to Saudi Arabia working together with government and non-governmental agencies. The developed use cases have enabled TCC to help the country to accelerate the digital transformation process. For example, we implemented a digital authentication and verification system that is based on biometric features, which is designed to protect against identity-theft and enable users to access various digital services. TCC has worked closely with SDAIA to enable companies in the market to offer their services in the digital world. This won’t be visible without our identity products offering that have been used to validate the users’ digital identities before granting them access to those services. TCC has also worked on a key project enabling visitors to acquire their visit visa upon arrival and purchase insurance in a self-service KIOSK, which is changing the user experience. There be also various changes in terms of border control for example, where visitors will experience soon a seamless entry with a new remarkable user experience. In addition to all this, TCC is also working to build its own unique products. We are proud to have delivered most of the identity projects at a national level, which has given us extensive experience in identity management. We are now in a position to export this experience and develop similar use cases for other countries. Right now, we are exploring GCC countries as phase one for TCC to move on.
Currently, there is more demand than supply in the market, which means there is much more of the market to tackle. We know that we have strong capabilities in identity and access management and other technical domain such as cyber security and data management, we are positioning ourselves to be the partner of choice for any organization that requires such services. All our IT solutions are made to fulfill our clients’ requirements where we pay high attention and listen carefully to our clients and work with them as a partner. Technical know-how and local knowledge of the market and our passion to do our business to create a positive impact are our strength factors.
In the past, TCC used to focus on doing projects. Even though we are extremely proud of them all, it is now time to shift from being a project-based company to a product-based one. We aim to build up more products in-house. In the coming year, our goal is for TCC to be an innovative company that creates new products via building up our technical capabilities and investing heavily in R&D to come up with our own IPs. That will make TCC unique in the coming future among not just local players but global ones as well. At the same time, we will continue to invest in manpower. We are proud that over 25% of our current workforce comprise women who are making an important contribution to achieve TCC’s objectives and we plan to increase this ratio. We place heavy emphasis on improving the technical and leadership capabilities of our great team. We have had talents who moved on from TCC into higher positions in the government, and we are thrilled that they are making an impact there as well.
