Bio

Mr. Aliyev Kamil Ali was born in Baku on May 18, 1961. He studied at the Engineering and Construction Institute of Azerbaijan during 1978-1983, graduating with an honors diploma and entered the postgraduate course in 1983. During 1991-1995, he was director of the Scientific Research Laboratory at the Azeravtoyol Production Union. Subsequently, he worked as General Director of AzVirt Joint Venture. From 1991 to 2001, Aliyev was Director of road construction and repair in the Engineering Communications Department of Baku City Executive Power. In 2001 he was appointed to the position of Executive Director, where he remains today.

How would you characterize AzVirtʼs project delivery capacity and excellence in the field of road construction?

Our main fields of activity are construction, reconstruction, and the repair of motorways, airports, bridges, and overpasses, as well as the production of road construction materials, and design works. AzVirt became one of the most reliable companies in the country thanks to the expertise acquired through the use of cutting-edge technology. We employ highly skilled personnel and well-trained road construction specialists. The construction of high-quality asphalt roads, the provision of strict laboratory control in the quality of road construction materials and products, the use of leading edge technologies and specialists from overseas, in addition to our own highly qualified experts underpin company development. Our employees, many of whom hold PhDs, are familiar with the theoretical and practical aspects of road construction. This academic connection also serves to stimulate innovative research. As a result of such research projects, a range of advanced techniques is applied in the production and construction of roads. AzVirt is the first and only company in Azerbaijan to use polymer and mastic asphalt in the construction of road pavement. For its important role in advancing transport infrastructure the President of the Republic of Azerbaijan awarded A.M. Aliyev, the Founder of AzVirt, the Shohrat Order for his merits in development of the national construction industry.

The Bilgah-Sumgait road is one of the major projects you are currently working on. What has been the progress toward the completion of its second section?

Works within the reconstruction of the Bilgah-Novkhany-Sumgait motorway have been divided into two phases. The initial phase of the project covers the first 14 kilometers and the second phase extends to 42 kilometers. Work on the first section was completed at the end of 2013. The construction of the tunnel by the Cardiological Center, a bridge, and an underground pedestrian passage has all been completed. The total length of the second section of the six-lane highway is 28 kilometers. This section will feature 10 bridges and overpasses. The main objective of the road is to provide an international link between settlements in the northeastern part of Absheron peninsula with the Baku-Guba highway by means of Mardakan-Bilgah-Novkhany-Sumgait highway bypassing Baku city. The new highway will also provide residents of these settlements access to the Baku-Shamakhi highway, which will contribute to a safer and more convenient link with western Azerbaijan. All construction is slated for completion by the end of 2015.

AzVirt has an extensive portfolio of airport infrastructure work thanks to its contribution to the Gabala, Ganja, and Heydar Aliyev airports. How would you describe the company’s expertise in this area, and what other projects are you looking to engage in?

AzVirt has participated in the realization of numerous projects in the country as a general contractor. Our company has been making contributions to the development of air transportation, an economically crucial mode. Runways with a length of 3,300 meters at the Ganja and Lankaran Airports, 2,200 meters at the Zagatala Airport, 3,600 meters at the Qabala Airport, 2,400 meters at the Yevlakh Airport, and 4,000 meters at the Heydar Aliyev International Airport have been built and put into operation by AzVirt. Within the project, the construction of a new airport complex and control tower, as well as the reconstruction of existing air terminals at the Heydar Aliyev International Airport are ongoing. Work began in March 2011 on a 65,000 sqm area of the terminal to the highest standards. Once the new triangular four-story air terminal enters operation, it will begin to handle international flights, while the current terminal will be used solely for the domestic market. The latest scientific-technical innovations used in international aviation will be applied to the new complex increasing the annual capacity of the airport to 6 million passengers. Construction of the new airport in the city of Guba will also begin in 2014.
