Bio
Abdulla bin Abdulaziz bin Turki Al-Subaie has been the Managing Director of Qatar Railways Company since March 2011. In January 2017, he assumed the role of CEO and is responsible for delivering Qatar Rail Program and managing the company’s operations. He previously served as Group CEO of Barwa Real Estate Company, Qatar’s leading real estate development and investment company, from April 2011 until May 2014. Prior to joining Barwa, Al-Subaie held several senior public positions and leadership positions in project management at Qatar General Electricity & Water Corporation, managing multi-billion-dollar infrastructure projects. He holds an MBA and a Bachelor of Science in Electrical Engineering from Qatar University.
MME, represented by the Urban Planning Department, inaugurated a number of achievements within the framework of the comprehensive urban plan of the State of Qatar, derived from the state’s National Development Strategy, which contributed to the realization of the Qatar National Vision 2030. The plan lays down the principle of enhancing the utilization of available land and the development of land within the urban space of current cities, along with the achievement of a balanced and comprehensive urban development. A culmination of efforts was made in order to establish a systematic planning method that supports the goals of sustained development. The ministry’s 2017 achievements include the preparation of the weather change strategy project for Qatar’s urban planning and development sector. It aims to set the strategic frame for managing the risks of weather changes facing the planning and urban development sector, based on two main axes—adaptation to and amelioration of effects—concentrating on aspects related to spatial distribution of land use. It includes monitoring policies and tools directing the country’s independent sustainable development. This will help MME and other institutions in evaluating and managing the opportunities and challenges related to fast urban development. The ministry also strives to enhance the state’s performance in terms of sustainability through a number of actions. In the same context, Qatari municipalities are pursuing varied efforts in the field of spreading sustainability concepts among the public, particularly school students. The purpose is for the municipality to set a strategy to spread sustainability concepts and integrate society into it to realize the Qatar National Vision 2030.
In order to achieve the highest quality standards, a characteristically distinguished lifestyle, the goals of sustainable development, and to fit with the Qatar National Vision 2030, MME prepared a group of strategic projects and sectorial studies. They will offer basic support in connecting all planning levels and updating spatial municipal plans, being the systematic guiding framework regulating all state planning projects. They will provide a suitable framework for supporting investments that contribute to the financial and social dynamics that will ensure the maximization of efficiency standards and raise the standard of the quality of living for both locals and expats. Projects include Qatar State Planning Legislations, the National Guidelines for Urban Design, an evaluation study of Qatar’s real estate market, the National Housing Strategy, and a number of other important projects. MME strives, in all its projects, to support the Qatar National Vision 2030 and the implementation of all state sectorial plans in accordance with a comprehensive framework that guarantees the integration of all state sectors.
MME created an annual action program that centers on a group of priorities and executive measures that aim to implement the minister’s vision and general policy through: enhancing governance with a group of policies, legislations, and executive guidelines to manage urban planning by finalizing the drafting of Qatari planning legislations and laying the foundation for a planning system that is clear, transparent, and efficient; finalizing the drafting of the Qatari real estate market evaluation to prepare a detailed analytical study of the Qatari supply and demand, and issuing recommendations and indicators to help decision makers and guide urban development processes and state investment decisions; achieving balanced and sustainable urban development through the improvement of the monitoring and evaluation process urban development; providing comprehensive services and intelligent solutions for urban planning to make it easier for customers to receive the services of the urban planning department; and raising the level of coordination between the different departments by providing the necessary infrastructure for various facilities and social services. The aim is to raise the level of urban planning and the efficacy of allocating state resources. The ministry will also strive to activate the electronic allocation system.
